How do we go about requesting or adding our own cities?

To request to add your own city, you have to ask Vinfamy on Discord and you may have to vote for this request. I don't know how it works on this side.

I know his using this plugin: Street Map Plugin for UE4, to make them.

Technically you should be a patron to request one, but he might do it anyway. He puts up a post for requesting cities every month.
